The city of Poway took the first steps Tuesday toward regulating homeless encampments in public spaces, with City Council members voting unanimously to approve an ordinance outlining the rules and providing for enforcement. The ordinance would apply to camping and storage of personal property in places such as parks, streets and alleys, public sidewalks and recreational areas. Unauthorized camping in public areas would not be allowed if shelter space is available. A second reading and adoption of the ordinance is set for the next City Council meeting July 18.
