VISTA — A Poway man was sentenced Tuesday to 31 years to life in prison for the rape and murder of woman whose body was found on an ivy-covered hillside in Carlsbad in 1987. The investigation into the slaying of 26-year-old Julia Hernandez Santiago was long cold when a DNA hit led Carlsbad police to arrest James Charles Kingery in 2020. A Vista Superior Court jury found him guilty last month, and he was sentenced Tuesday by Judge Michael Washington. 'I'm just so glad that we could hold the defendant accountable all these years later and that the victim's family will have closure,' Deputy District Attorney Lisa Fox said Tuesday.
